ကုန္သြယ္ေရေႀကာင္းခရီးသြားလာမွဳ merchant shipping industry လုပ္ငန္းနယ္ပယ္မွာ၊ လိုက္နာ ကၽင္႔သံုးဖို ႔ၿပဌာန္းထားတဲ႔ regulations and codes ဆိုတဲ႔ စည္းမၽွဥ္းနဲ႔ ဥပေဒေတြ၊ အမၽားအၿပားရိွပါတယ္။ merchant shipping regulation ဆိုင္ရာစည္းမၽွဥ္းအမၽားစုကို၊ 'safety of life at sea' ဆိုတဲ႔၊ ေဘးအနၲရာယ္ကင္းရွင္းစြာသြားလာနိဳင္ေရးနဲ႔ 'marine pollution prevention' ဆိုတဲ႔ ပင္လယ္ၿပင္ ညစ္ညမ္းမွဳမွတားဆီးကာကြယ္ေရးအတြက္၊ ရည္ရြယ္ၿပဌာန္း ထားတာၿဖစ္ပါတယ္။ ၿပဌာန္းထားတဲ႔ စည္းမၽွဥ္းနဲ႔ ဥပေဒေတြအားလံုးကို၊ organizational structure အေနနဲ႔ တစုတစည္းတည္း၊ လိုက္နာေစဖို႔ 'ISM Code' လို႔ေခါါတဲ႔ international safety management code ဥပေဒၿဖင္႔၊ ထပ္မံထိန္းခၽဳပ္ထား ပါတယ္။

ISM Code ဟာ၊ technical accepts of the ship, training of the ship personal နဲ႔ marine pollution ဆိုင္ရာ၊ regulations ေတြအားလံုးကို၊ စုစည္းထားၿခင္းၿဖစ္ပါတယ္။ တနည္းအားၿဖင္႔ သေဘ္ာေတြကို စီမံခန္႔ခြဲကာ၊ ေၿပးဆြဲေနတဲ႔ အဖြဲ႔အစည္း shipping company ေတြလိုက္နာကၽင္႔သံုးရမယ္႔ regulations ေတြ အားလံုးကို၊ framework အေနနဲ႔ စုစည္းကာ၊ ၿပဌာန္းထားၿခင္းလည္း၊ ၿဖစ္ပါတယ္။ 'Shipping Management' အေနနဲ႔ သေဘ္ာေတြကို စီမံခန္႔ခြဲတဲ႔အခါ၊ ISM Code ကိုလိုက္နာကၽင္႔သံုးဖို႔ လိုအပ္ေပမယ္႔၊ ကူးသန္းေရာင္းဝယ္မွဳ business ဆိုင္ရာလုပ္ငန္းေတြနဲ႔၊ Law ဆိုတဲ႔ ဥပေဒအရ လိုက္နာ ကၽင္႔သံုးစရာေတြကိုေတာ႔၊ ညြွန္ၿပထားၿခင္း မရိွတာကိုလည္း၊ ေတြ႔ရပါတယ္။

merchant shipping industry လုပ္ငန္းနယ္ပယ္မွာ၊ မေတာ္တဆထိခိုက္ပၽက္စီးဆံုးရံွဳးမွဳ accidents ေတြရဲ႕ (၈၀) % ဟာ၊ human errors ဆိုတဲ႔ လူေတြရဲ႕အမွားေႀကာင္႔ၿဖစ္ေပါါခဲ႔ရပါတယ္။ ISM Code ဟာလူေတြရဲ႕အမွားကို minimizing အေနနဲ႔ အတတ္နိဳင္ဆံုးေလၽွာ႔ခၽဖို႔၊ ရည္ရြယ္ပါတယ္။ ISM Code ကိုလိုက္နာကၽင္႔သံုးၿပီး၊ သေဘ္ာေတြကိုစီမံခန္႔ခြဲတဲ႔အခါ၊ အဓိက အခၽက္(၃) ခၽက္ကို၊ လိုက္နာကၽင္႔သံုးဖို႔ လိုအပ္ပါတယ္။ safety management system အေနနဲ႔ လိုက္နာရမယ္႔ အဓိကအခၽက္ (၃) ခၽက္ကေတာ႔

(၁)။ Organizing activities on board a ship ဆိုတဲ႔ သေဘ္ာဟာ ပင္လယ္ၿပင္မွာသြားလာ ခုတ္ေမာင္းေနစဥ္၊ ၿပဌာန္းထားတဲ႔၊ စည္းမၽွဥ္းနဲ႔ ဥပေဒေတြအားလံုးကို တစုတစည္းတည္း၊ လိုက္နာေစၿခင္း၊

(၂)။ Organizing the shore activities when ship reaches a port ဆိုတဲ႔ သေဘ္ာဟာ ဆိပ္ကမ္းကိုေရာက္ရိွတဲ႔အခါ၊ ၿပဌာန္းထားတဲ႔၊ စည္းမၽွဥ္းနဲ႔ ဥပေဒေတြအားလံုးကို တစုတစည္းတည္း၊ လိုက္နာေစၿခင္းနဲ႔

(၃)။ Increasing effective communication between ship and shore ဆိုတဲ႔ ပင္လယ္ၿပင္မွာ သြားလာခုတ္ေမာင္းေနတဲ႔သေဘ္ာနဲ႔ သေဘ္ာကို စီမံခန္႔ခြဲေနသူေတြႀကားမွာ၊ သတင္းအခၽက္အလက္ေပးပို႔ ဆက္သြယ္မွဳ၊ ထိေရာက္လၽွင္ၿမန္ေစၿခင္း တို႔ပဲၿဖစ္ပါတယ္။ safety management system အေနနဲ႔ လိုက္နာရမယ္႔ အဓိကအခၽက္ (၃) ခၽက္ကိုၿပဌာန္းရတဲ႔၊ ရည္ရြယ္ခၽက္ 'objectives' ေတြကေတာ႔၊

(၁)။ To ensure that all the regulations, both national and international, such as SOLAS, MARPOL, Union and Labor laws are followed - သက္ဆိုင္ရာနိဳင္ငံ national နဲ႔ နိဳင္ငံတကာ international မွၿပဌာန္းထားတဲ႔၊ ေဘးအနၲရာယ္ကင္းရွင္းစြာသြားလာနိဳင္ေရးဆိုင္ရာ SOLAS regulation, ပင္လယ္ၿပင္ညစ္ညမ္းမွဳမွ တားဆီးကာကြယ္ေရး ဆိုင္ရာ MARPOL regulation, သမဂၢအဖြဲ႔အစည္း ဥပေဒနဲ႔ အလုပ္သမားဥပေဒဆိုင္ရာ Union and Labor laws၊ အစရိွတဲ႔ regulations ေတြကို၊ တိကၽေသၿခာစြာ၊ လိုက္နာကၽင္႔သံုးေစရန္၊

(၂)။ Creating awareness to carry out safe procedures and efficient working practices on ship and on shore - ပင္လယ္ၿပင္မွာ သြားလာခုတ္ေမာင္းေနတဲ႔သေဘ္ာနဲ႔ သေဘ္ာကို စီမံခန္႔ခြဲေနသူေတြ ႀကားမွာ၊ safe procedures ေတြအေနနဲ႔ ေဘးကင္းလံုၿခံဳစိတ္ခၽရၿပီး၊ ထိေရာက္တဲ႔ လုပ္ငန္းေဆာင္ရြက္မွဳ efficient working practices အေလ့အကၽင္႔၊ ၿဖစ္ေပါါေစရန္၊

(၃)။ Making and implementing safe procedures to tackle emergency situations - အေရးေပါါ emergency situations အေၿခအေနေတြကို၊ ကိုင္တြယ္ေၿဖရွင္းၿခင္းတဲ႔အခါ၊ ေဘးကင္း လံုၿခံဳစိတ္ခၽရမယ္႔ လုပ္ငန္းအစီအစဥ္ေတြကို making and implementing အေနနဲ႔ အသံုးၿပဳကၽင္႔သံုးၿပီး၊ အေကာင္အထည္ေဖာ္ေစရန္၊

(၄)။ Ensuring technical planned maintenance is carried out on schedule and in an efficient way - သေဘ္ာမွာတတ္ဆင္အသံုးၿပဳထားတဲ႔ စက္၊ ပစၥည္း၊ ကရိယာေတြနဲ႔ပက္သက္ၿပီး၊ 'PMS' လို႔ေခါါတဲ႔ လုပ္ငန္းအစီအစဥ္၊ အခၽိန္ဇယား planned maintenance schedule အတိုင္း၊ ၿပဳၿပင္ထိမ္းသိမ္းမွဳကို၊ ထိေရာက္ေသၿခာစြာေဆာင္ရြက္ေစရန္နဲ႔

(၅)။ Ensuring safety at sea and prevention of marine pollution, conducting training of Ship's Personnel - ေဘးအနၲရာယ္ကင္းရွင္းစြာသြားလာနိဳင္ေရး safety at sea နဲ႔ ပင္လယ္ၿပင္ညစ္ညမ္းမွဳမွ တားဆီးကာကြယ္ေရး marine pollution prevention တို႔နဲ႔ပက္သက္ၿပီး၊ သေဘ္ာေပါါမွာ တာဝန္ထမ္းေဆာင္ေနတဲ႔ 'Ship's Personnel' ေတြအေနနဲ႔ ပံုမွန္ေလ့ကၽင္႔မွဳ conducting training ေတြကို၊ အၿမဲဆာင္ရြက္ေစရန္၊ တို႔ပဲၿဖစ္ပါတယ္။

ကုလသမဂၢလက္ေအာက္ခံ၊ IMO လို႔ေခါါတဲ႔ အၿပည္ၿပည္ဆိုင္ရာေရေႀကာင္းအဖြဲ႔မွ၊ သတ္မွတ္ထားတဲ႔ SOLAS, Chapter IX, 'Management for the Safe Operation of Ships' regulation အရ၊ ISM Code ကို၊ ၿပဌာန္းထားတာၿဖစ္ပါတယ္။ သေဘ္ာေတြကို စီမံခန္႔ခြဲကာ၊ ေၿပးဆြဲေနတဲ႔ အဖြဲ႔အစည္း shipping company ေတြမွာ၊ SMS ဆိုတဲ႔ 'Safety Management System' ရိွဖို႔ လိုအပ္ပါတယ္။ shipping company ရဲ႕ safety management system ေရးသားေဖာ္ၿပထားတဲ႔ စာအုပ္စာတမ္း booklet လိုေတာ႔ "SMM - Safety Management Manual" လို႔ေခါါပါတယ္။ classification society ဟာ၊ statutory service အေနနဲ႔ shipping company ရဲ႕ safety management system ကို၊ စစ္ေဆးၿပီး၊ SOLAS, Chapter IX, 'Management for the Safe Operation of Ships' regulation နဲ႔ ကိုက္ညီမွဳရိွပါက၊ သက္ေသခံ လက္မွတ္အၿဖစ္ DOC လို႔ေခါါတဲ႔ 'Document of Compliance' certificate ကို၊ ထုတ္ေပးပါတယ္။ shipping company ဟာ DOC certificate ရိွမွသာ၊ သေဘ္ာေတြကို စီမံခန္႔ခြဲကာ၊ ေၿပးဆြဲခြင္႔ရိွပါတယ္။ DOC certificate ထုတ္ေပးရန္အတြက္အတြက္၊ classification society မွ စစ္ေဆးေဆာင္ရြက္ၿခင္း ကိုေတာ႔ 'ISM audit' လို႔ေခါါပါတယ္။ DOC certificate ကိုရရိွၿပီးတဲ႔အခါ၊ SMC လို႔ေခါါတဲ႔ 'Safety Management Certificate' ကို၊ မွတ္ပံုတင္ထားရာ သေဘ္ာအတြက္၊ ထပ္မံအတည္ၿပဳထုတ္ေပးပါတယ္။
